Cyrus POP3 Deadlocks in 2.1.16

All POP3 services, and only POP3 services.  Complete deadlock until a 
system reboot.    I'll check and turn off APOP as Ken Murchison suggested 
but I don't think that's it, if it was, a 5 minute shutdown should get it 
back, and you'd expect atleast SOME clients to get through, but once it 
starts absolutely NO POP3 connections succeed, the banner never happens.

I don't recall if POP3/TLS or POP3/SSL make it through the negotiations, it 
has been a while since I bothered to check that, indeed been a while since 
we've had the deadlock itself, but we had it this AM nonetheless.

Again, I appreciate any helpful comments or anythign anyone may 
have....I'll turn off the allowapop setting (should be off anyway since we 
use crypt-ed LDAP passwords) and atch it.

I can't reproduce it reliably anyway so...
