This is intentional behavior (we've had a lot of problems with users
revoking their own rights).  There is a patch floating around (Ken?) to
fix it so that implicit rights on a user's INBOX hierarchy are
configurable (not as trivial as it might immediately seem).

Sending mail with this sort of warning to a public mailing list makes
it very difficult to use any suggestions you may have.
