Why don't you simply create yourself a build script with your preferred
options? Something like:

#!/bin/sh

rpmbuild --rebuild --define='SEEN_DB skiplist' --define='IDLED 1'
cyrus-imapd-${1}.src.rpm

And the call it with 'mycyrusbuild 2.1.10-4'
