I've gone to each Known World Heraldic Symposium for some years, and
they've been annual since the 1980s.

It's true that KWHS has an executive function: Laurel Sovereign of
Arms strongly encourages the kingdom principal heralds and submission
heralds to attend, and they have a meeting.  There's also a short
decision meeting as a demo, and an hour-long Laurel Q&A.

But for most attendees, the focus is the classes, with multiple
tracks of classes.

[Nit: that presupposes "*symposius", which ain't so.  "Symposia" for
the Latin-style plural; "symposiums" for the English style.]

I get the impression that KWHS tends to be about 50% kingdom attendees
and 50% big-H Heralds from everywhere else.  (Which is why some
classes are "So You're A New Branch Herald" and some are "Agricultural
Occupational Bynames from Middle High Hungarian".)
