Greetings Baron Robert,
Most of the Information that you have requested can be found on our
website http://debatablelands.org/
But to address your points:

Officers Meetings are held on the 1st Wednesday of the even numbered
months, and Barony Populace meetings are held on the odd numbered months.
Locations and times change, so as plans are finalized information is posted
the website and distributed through the email lists. There is no longer an
annual Althing, rather such concerns are brought to the Officers and
Populace meetings. The Officers and their emails are listed on the
website: http://debatablelands.org/officers.php

Please make contact with the Marshals both here and in Gwyntarian regarding
attending practices and authorizations. Fencing has come a far way in the
SCA and now there are just as many fencing melees conducted on the fields
and in the woods at Pennsic as there are heavy weapons battles. Marshal
practices are held each Sunday between 11:00 AM and 5:00 PM. Archery and
Thrown weapons begin at 11:00, Fencing begins at 1:00 and Heavy Weapons at
2:00 here:

There are not any Barony events coming up for the rest of the summer,
However we will be hosting our Heavy Weapons Championship and Fencing
Championship on Sunday May 28 starting at 2:00 PM, at the Practice site
identified above. You are welcome to attend. The Kingdom events can be
found here: http://aethelmearc.org/calendar-2/full-listing/ this does
contain the list of royal progress events. The contact information can be
found here for the Royalty of the Kingdom: http://aethelmearc.org/royalty/
