[SCA-BMDL] Publication of Proposed Policy Change

The following policy change has been requested:

A change from:
"II. Officers
A.The Officers of the Barony-Marche of the Debatable Lands are those
required by Kingdom Law, the office of the Baron/ess, the Seneschals of the
Barony's nondormant subsidiary groups, and the Webminister. These officers,
excluding the office of the Baron/ess, constitute the financial committee of
the Barony for the purpose of setting financial policy and approving
financial activities. No present or proxied individual may have more than
one vote on the financial committee."

To:
"II. Officers

This change would give the Baron/ess a single vote on the Financial
Committee. This has historical precedence in our Barony and has been changed
back and forth a couple of times.
