I just checked, and downloading the specifications still requires assent 
to a click-through license agreement that prohibits disclosure to third 
parties.  The license agreement also includes this statement:

# You have no license to use the “CZI documentation” to write data into
# CZI files.

This so-called "field-of-use restriction" is incompatible with open 
formats, as is the non-disclosure agreement.  It's great that Zeiss have 
produced documentation for CZI and offered to license it to arbitrary 
third parties; many vendors do not even do that much.  But CZI is *not* 
an open format.
