[269] HW9 Q8 mistake

Hi All,

There was a mistake in HW9, Q8 which is fixed now.

To summarise:

    1. Two manifolds M and N intersect transversely at a if the span of
       TM_a and TN_a is all of \R^d.

    2. The previous version of the homework said M and N intersect
       transversely at a if every tangent vector in TM_a is orthogonal
       to every tangent vector in TN_a. (A better name for this is
       intersect orthogonally; the standard definition of transverse
       intersection is the above.)

(It's also worth doing Q8 and finding conditions for orthogonal
intersections of manifolds as well.)
