Strange Outlook 2007 mail did not arrive

Outlook is broken. If you re-send a mail it is a new mail but Outlook
insists on using the same message id again. You can find an KB entry at
Microsoft which describes the bug. The "solution" Microsoft provided was
to force Exchange to always generate a new message id :)
