autocreate_sieve_script in version 2.3.7 not working

  If you are creating the INBOX for the users using web-cyradm, then the 
autocreate patch is not running in your environment, and 
autocreate_sieve_script is not used at all. You should let autocreate 
create all the users' inboxes.
