How can I enable/force compression?

Unless its severely broken, the only time that it should have to refetch 
the headers for ALL messages is if the UIDVALIDITY of the mailbox has 
changed.  Are you reconstructing the mailbox periodically, because this 
will change UIDVALIDITY.
