about subscribe a folder

In cyrus,what does one user subscribe a folder means?Does it means that 
the user can see the content of that mailbox
if he has sufficient access right?
if I set allowallsubscribe as 1,is it possible to let the user subscribe a 
exchange public folder?

I'm confused about the concepte,you will be greatly apprieated if you 
would bother to explain it.
