I forgott something.
To add a user like the above example is for the global admin.
admins: cyrus, robbie at fitstar.com.au
If login as robbie at fitstar.com.au robbie is the admin of fitstar.com.au
and to add a user since he is not the GLOBAL admin, you add a user like
cm user.order OR cm user/order depending on imapd.conf.
