createmailbox: permission denied when logged on as admin

I forgott something.

To add a user like the above example is for the global admin.

admins: cyrus, robbie at

If login as robbie at robbie is the admin of 
and to add a user since he is not the GLOBAL admin, you add a user like 
cm user.order OR cm user/order depending on imapd.conf.
