Can't make Inbox subfolders

I'm using virtual domains with Cyrus Imapd.  A user's mail box is
user/username at domain.com and folders on the same level as the inbox get
created as user/username/foldername at domain.com.  With this setup I cannot
have folders under the Inbox.  Is this normal?
