Cyradm & TLS/SSL

Because cyradm *still* doesn't have TLS/SSL support, even though
the client libraries support it and patches have been submitted.

If you want to build your own, you can do it with the patches

I don't know what the cyrus developers are doing, but it seems to
not involve incorporating user patches.
