Yes of course, this is possible. You can use sasldb for example. Create your 
useraccounts with saslpasswd2 or saslpasswd. And tell it Cyrus in /etc/
imapd.conf:

sasl_pwcheck_method: auxprop
sasl_auxprop_plugin: sasldb

Cyrus-Imap is not related to sending Mails outside.
