how to debug deliver ?

What version of Cyrus?  You really should configure your MTA to talk to 
lmtpd directly and not use deliver at all.  But if you must use deliver, 
then make sure your MTA is passing the return path on the -r option to 
deliver.  You also should specify your email address(es) using the 
:addresses option to vacation, eg:

vacation :days 22 :addresses "amity at mainsoft.com" ...
