Imap error message

I've installed cyrus 2.2.3 --running cyradm I got cyradm>
Next, I typed connect 192.168.2.3 (enter the IMAP server: password)
Then I attempted to create a new user but received the error below.

::ffff:192.168.2.3> create user.joebob
createmailbox: Permission denied

What do I need to do to eliminates the error?  Also, where are the
mailboxes/users reside?  Is it in the ../var/imapd/db?
