rfc822date bug

I know it hasn't been changed. I have seen the same in any Cyrus
version I used on FreeBSD ( since 2.1.5 ). Not tried on other OS.

No idea why -- I have not investigated the details. Maybe snprintf 
or maybe some time/timezone function but it really omits 
the last two zeroes.
