trouble setting quotas - unrecognized

I am runing cyrus IMAP 2.1.15 and I can create mailboxes just fine...but 
when I go to add a quota I get this:

localhost> cm user.smith
localhost> sq user.smith 1000000
quota:1000000
setquota: Command unrecognized: SETQUOTA
localhost>

What am I doing wrong? - I am logged in as an ADMIN and I can create/delete 
any mailbox...
