problem with quota

I'm using cyrus 2.2 Alpha

and setup:

lmtp_overquota_perm_failure: yes

in /etc/imapd.conf.

For one user i setup zero quota
with command:

a001 setquota user.myuser at mydomain.com (STORAGE 0)

but in my postfix logs i have:

relay=cyrus, delay=0, status=deferred (temporary failure)

Why Cyrus doesn't send email that quota is exceeded ??
