sieve vacation works remotely but not for local deliveries

Hi all,

this one has been bothering me for a bit and it is the only thing keeping me
from changing all my filtering over to sieve from Exim filters and procmail.
The most common request I get from users at my office is for vacation
auto-replies and it seems to work from my testing to any remote mail server
but for local deliveries there is a blank line in the headers between
Message-ID: and Date: this strangely enough doesn't work so well any idea
why this may be happening?

here is a sample problem auto generated reply message
