sieveshell cannot connect on phoebe

[Harris Landgarten]

I upgraded to phoebe and cyrus is working perfectly except for
sieveshell. Existing sieve scripts are functioning but sieveshell
localhost exits with 

connecting to localhost
connect: Connection refused
unable to connect to server at /usr/bin/sieveshell line 174.

Does anyone have any idea where to look?
