Cyrus 2.1.12 and timsieved startup problem

We have recently noticed that timsieved now fails to start (after a 
redhat 7.3 server reboot) with the following error:

timsieved: could not getenv(CYRUS_SERVICE); exiting

ALL other cyrus services (imap(s), pop3(s), notify) work fine. I checked 
/etc/xinetd.conf/* for imap, pop and sieve entries as the faq says to do 
and found nothing.

Normal sieve filtering of incoming email still works with the existing 
sieve scripts that have been manually placed into the sieve directories.

We can't seem to figure out what might have been changed to start 
causing just timsieved to fail. Any suggestions would be appreciated.
