imapd, sasl, imtest connection refused

I am new to Cyrus, Imapd and everything else on Linux.

I am running RedHat 7.2
I have installed cyrus-imapd 2.1.9
                 cyrus-sasl 2.1.7
                 openldap 2.1.4
                 openssl 0.9.6g
                 sleepycat BerkleyDB 4.0.14


I have configured cyrus-sasl as follows:
       ./configure --with-ldap=/usr/local/ldap
         --with-openssl=/usr/local/ssl --enable-krb4=no

I have configured cyrus-imapd as follows:
       ./configure --with-auth=unix --with-sasl=/usr/lib/sasl
         --with-openssl=/usr/local/ssl
         --with-dbdir=/usr/local/BerkleyDB.4.0 --without-krb

I have followed all the instructions in the How to:
       http://www.tldp.org/HOWTO/Cyrus-IMAP.html

When I try to run the imtest
       imtest -m LOGIN -v localhost
I get the following error messages:
       connect: Connection refused
       failure: Network initialization

When I try to run cryadm
       cyradm localhost
I get the following messages:

Cazn anyone help me out with this.  I have no idea what I am doing or what
is wrong.
