Perl and PHP aren't that different. Not surprising since PHP was
developed as a more Web friendly replacement for Perl.
You might want to look around for php-cyradm. I've used it successfully
for some Cyrus admin tasks via a Web interface.

The instructions said to use Windows 98 or better, so I installed RedHat
