question about quota

   I have problem using quota.I have set the mailbox=20
quota to 10M. When the mailbox is over the quota,
then it will return the error message to postfix.=20
   But when The mailbox is 9.6M, it still can receive=20
a mail which size is 2M. Then the mailbox becomes over
quota. But now there 11.6M in the mailbox, it will causes
many troubles. For example, I can't move the mail to
trash fold because of over quota. How can I avoid this
situation?
