How to make cyrus not change non US-ASCII characters to "X"

How do you know which encoding to qp to? From sweden you could expect at 
least 4 encodings to be commonly in use. I guess that it would be an 
improvement but I am not totally convinced, when I see an X I can be pretty 
sure that it is a translated character. Raw utf-8 is unreadable.
