Dillian,
Please read the very next sentence in the documentation: "To set
annotations for another user you must *authorize* as that user."
(emphasis added)
If the user invokes cyradm without a specific --authz parameter, they
will automatically *authorize* with the same identity as they have
*authenticated*.
