Hello. I am a little confused by your problem. When you say that you have a proxy I believe it means that a server goes to the Internet and caches pages and connections for all the other computers. I don't know how it can prevent the installation of programs.  I can see it preventing the download of the install package but that is easier to solve.

Maybe you have another form of control in your network for the programs you can install in each computer. You may need to ask your net admin.
