Don showed you how to do this with a while BDE event. 

Another way to do this is to use the When event. 

This event is hidden. You create a While BDE event.
Then right click on it, and change it to a When event. 

When penguin distance to cone less than or equal to .2
     penguin move to pedestal

I find that my students use the When event more often than the 
While event.
