[6555-penn] Watermain Update

PWSA just arrived and is evaluating the break to verify whether it is a City
of Pittsburgh or a Carnegie Mellon problem.  In either case, the soonest
that we can expect to have water is later this afternoon, or later.  Campus
Services staff should work with their supervisors to determine an alternate
work plan (work on-campus or at home) or if it is necessary to go home.
