How would an early dance workshop be considered spam?

So I periodically get this message from some organization that is
holding early dance workshops in Italy.
The posts are not frequent (3 or 4 a year maybe), but they do taste
somewhat like spam. 

Are folks interested in them, or should i continue deleting them?
