[SCA-BMDL] Traffic Today on 376E

Hello! For those coming to the Iron Comet Challenge who are taking the Parkway East near town, 

There is road work causing significant traffic delays between downtown and Oakland on 376E.  Take the Veterans' Bridge to the Crosstown Blvd past Oakland to 376E, and you will bypass it.
