OpenSlide binary build 4.0.0.4 released

Hi all,

OpenSlide binary build 4.0.0.4 has been released, updating various
dependencies.  It also fixes a failure to build OpenSlide from source
with binutils 2.43 in the latest Windows builder container image.

openslide-bin 4.0.0.4 is available for download under the terms of the
GNU Lesser General Public License, version 2.1:
