OpenSlide Java 0.12.3 released

Hi all,

OpenSlide Java 0.12.3 has been released, adding a Meson build system,
deprecating the Autotools+Ant one, and fixing builds on newer JDKs.
There are no functional changes in this release.

In addition, Windows build 20221217 updates OpenSlide Java and several
dependencies.
