You can just run the .exe files in the zip. For example, you can enter this in CMD: openslide-write-png.exe CMU-1.svs 10 10 0 1000 1000 x.png to read a 1000 x 1000 pixel area from a slide image and write it to a PNG. If you want a GUI, you'll need a program built on top of openslide, or you can write your own program (of course).
