OpenSlide 3.0.0 and OpenSlide Java 0.8.0 released

Hi,

I'm happy to announce the release of version 3.0.0 of OpenSlide and
version 0.8.0 of OpenSlide Java.

This release brings a change from GPLv2 to LGPLv2. This change relaxes
the requirements on the distribution of software linked with OpenSlide
and should allow more permissive use.

Additionally, version 3.0.0 of OpenSlide introduces "quickhash-1", MIRAX
bug fixes, and documentation improvements.

Version 0.8.0 of the Java bindings fixes some bugs, adds a new selection
type, and adds a call to paint a specific layer without scaling.
