Preventing users from deleting a spam folder.

What version of Cyrus? In 2.4.18 I can set to just lrs . Do you have
implicit_owner_rights defined in imapd.conf?
implicit_owner_rights: lkxa
The implicit Access Control List (ACL) for the owner of a
mailbox.
