global script run automatically

In documentation it says :

"Global scripts aren’t applied on incoming messages by default, users 
must include them in their scripts."


The worry is that if a user adds a rule from an editor like horde, gosa 
... it overwrites the file
There is no way that the overall script is run automatically without 
having to add each account

And where can you find a script that will add "the include line" in each 
account
