About Cyrus IMAP 2.3.18 and Cyrus SASL 2.1.25

We did a security release for 2.2 as well last time.  It would depend on the scope of the issue I suspect.  If it's easy to fix, then we'd fix 2.2 - if it's an architectural thing that's hard to backport, we'd dump 2.2.
