Unlimited mailbox problem

I have a cyrus-imapd 2.4.10 installation with virtual domain.

I found some problem with unlimited quota.
I have 2 domains

example.com
example.org

and the following users :

user/user1 at example.com
user/user2 at example.org

on both users I set quota to 0.

When I receive mail for user1 at example.com there are no problem, but  
when I receive mail for user2 at example.org I receive an "Over quota"  
error.
