v2.4.2 warning "IOERROR: opening /var/imap/user_deny.db: No such file or directory"

I'm seeing the following error in the IMAP log file:
IOERROR: opening /var/imap/user_deny.db: No such file or directory

How do I set up the user_deny.db file?
