changed to altnamespace but NAMESPACE list is wrong

I've changed my existing server to use the altnamespace and while for
one of my test accounts, they see the new namespace:

J00002 NAMESPACE
* NAMESPACE (("" ".")) (("Other Users." ".")) (("Shared Folders." "."))
J00002 OK Completed

Another account is not:

E00002 NAMESPACE
* NAMESPACE (("INBOX." ".")) (("user." ".")) (("" "."))
E00002 OK Completed

Any ideas why this is?
