Permission denied with creating mailboxes

I get the following error:

localhost> cm users.testuser
createmailbox: System I/O error

syslog:
Jul  7 14:01:19 server9 cyrus/imap[3946]: IOERROR: creating 
directory /imap/mail: Permission denied

server9:/var/lib/cyrus# ls -al /imap/mail/
....
drwxrwx---  2 cyrus mail 4096 2007-05-11 15:31 a
drwxrwx---  2 cyrus mail 4096 2007-05-11 15:31 b

I think, I will find the reason for this. But the error messages of cyrus are 
very poor...
