You can get reconstruct to work by simply "touch"ing the cyrus.header file 
and giving it the correct ownership and permissions.

I used to recover lost email from backups by restoring the message files 
and the cyrus.header file into a new folder, but then I realized that the 
mailbox unique id would also be duplicated.  After some playing around I 
realized that reconstruct will rebuild all the cyrus.* files if you have 
an empty cyrus.header file.
