After a brief look, I believe you are correct in that 8-bit chars are 
ignored in the header.

Rob, Bron, do you have a sample message with 8-bit chars in the 
header(s) that I could do some testing on?  I suppose I could 
manufacture something, but I'd prefer to use something that came from 
"the wild".
