Mysterious quota poltergeist

We are running cyrus imap and having odd problems with quotas resetting to
low levels. We actually would be happy having no quotas, but that doesn't
seem to be an option. So, they are set as high as possible:
localhost> lqr user/crowston

However, from time to time I get an error moving email into a folder and the
imap log shows messages such as the following:

Yes, it's flipping between unlimited and 131072. I noticed that the limit
and amount used are stored in the same file, and the file is constantly
being updated, and wondered if there was some problem with that, so I tried
changing the quota store from files to Berkeley db, but the same problem
reoccurred. Resetting the quota to a big number helps for a transaction or
two, but it then goes back down.
