A thought out of the dark:

Would it be possible for cyrus
 to hardlink instead of plain copy
 and not bother check for quota when COPY,
 if file system supports hardlinks anyway?

Or is that just too fast thinking?
Maybe less portable. Backups need to be aware of hardlinks.
