Cyrus 2.3 with global sieve?

In changes.html, I see:

# The Sieve "include" extension is now supported. This also allows for 
global sieve scripts. See the new sieve_extensions options to enable it.


I'm not sure if this means you have to create a sieve script for each user 
that then includes the global sieve script.
